This pattern reports an order, a request, or a piece of advice indirectly, without repeating the exact words. 先生は「早く来なさい」と言いました becomes 先生は早く来るように言いました. The verb at the end shows the kind of message: 言う (tell), 伝える (pass on a message), 頼む (ask a favor), 注意する (warn). This ように is different from the ように that shows a purpose.
§1Structure
[Person] に + verb dictionary form + ように + 言う / 伝える / 頼む / 注意する (来るように言う). Negative: verb ない-form + ように (飲まないように言う). With 頼む, 〜てくれるように is also common (来てくれるように頼む). The person who receives the order or request takes に. Passive: 〜ように言われる (I was told to ...).

先生は学生に、毎日漢字を練習するように言いました。
せんせいはがくせいに、まいにちかんじをれんしゅうするようにいいました。

医者に、お酒を飲まないように言われました。

§3Common mistakes
- Putting the wrong verb form before ように. Only the dictionary form or the ない-form is used. ✕ 早く来てように言いました ✕ 早く来なさいように言いました ✕ 早く来いように言いました → ○ 早く来るように言いました. For the negative: ✕ 飲むなように言われました → ○ 飲まないように言われました.
- Using ように言う to report information that is not an order or request. 田中さんは私に明日来るように言いました means 'Mr. Tanaka told me to come tomorrow.' If you want to say 'Mr. Tanaka said that he will come tomorrow', use と: 田中さんは明日来ると言いました.
- Marking the person who is told with を or が. ✕ 先生は学生を静かにするように言いました → ○ 先生は学生に静かにするように言いました. The person who receives the order takes に. In the passive, the person who gave the order takes に or から: 先生に / 先生から言われました.
§4How it's different from similar grammar
- 〜と言う (quotation with と)
- With と, the order keeps its own form inside the quotation: 母は「早く寝なさい」と言いました / 父は早く寝ろと言いました. With ように, the order is changed to the dictionary form or ない-form, and its tone (rough or gentle) disappears: 母は早く寝るように言いました. Do not mix the two: ✕ 「早く寝なさい」ように言いました.
- 〜ように (purpose: so that ...)
- The form before ように is similar, but the meaning is different. Purpose ように is followed by an action that the subject does to reach a goal: 忘れないように、メモをしました (I took a note so that I would not forget). In this pattern, ように is followed by a verb of speaking, and it gives the content of an order or request: 忘れないように言いました (I told him not to forget).
§5How this shows up on the JLPT
In grammar-form questions, the point is usually the verb form before ように (dictionary form or ない-form) or the choice between ように and と before 言う. If the content is an order or request in the dictionary form, choose ように; if it is a statement or exact words, choose と. In sentence-building questions (the ★ type), keep the order [person] に + [verb] + ように + 言う / 伝える / 頼む. The passive 〜ように言われました is very common in reading and listening: the person with に / から gave the order, and the subject (often 私, not said) is the one who has to do it.
