Use 〜と言っていました to tell the listener what another person said to you earlier. You are passing on that person's words as a message or as information. The speaker of the original words is usually a third person, not you. When you want someone to carry your message to another person, use 〜と伝えていただけませんか or 〜と伝えてください.
§1Structure
[Person] は / が + plain form + と言っていました. Verb plain form (遅れる / 行かない / 行った), い-adjective plain form (おいしい / おいしかった), な-adjective + だ (暇だ), noun + だ (日曜日までだ). Exact words can also be quoted in 「」. Casual: 〜と言っていた / 〜って言ってた. To ask someone to pass on a message: [person] に + plain form + と伝えていただけませんか / と伝えてください.

田中さんは今日の会議に少し遅れると言っていました。
たなかさんはきょうのかいぎにすこしおくれるといっていました。

§3Common mistakes
- Wrong form of a な-adjective or noun before と. ✕ 山田さんは暇なと言っていました ✕ 明日は休みのと言っていました → ○ 暇だと言っていました ○ 休みだと言っていました. In a plain-form quotation, な-adjectives and nouns take だ.
- Changing the tense inside the quotation as in English ('He said he was busy'). If Mr. Tanaka's words were 忙しいです, pass them on as 田中さんは忙しいと言っていました. ✕ 忙しかったと言っていました would mean that his words were 'I was busy'.
- Using と言っていました for your own words. This pattern normally passes on another person's words. To report what you yourself said, use と言いました: ○ 私は先生に「明日休みます」と言いました. 私は明日休むと言っていました usually sounds strange as a simple report of your own statement.
§4How it's different from similar grammar
- 〜と言いました (said: the act of saying)
- と言いました reports the act of saying as one event in the past: 子どもは「いただきます」と言いました (The child said 'Itadakimasu'). と言っていました is used when you pass the content on to the listener because it is useful for them now: 田中さんは3時に来ると言っていました (Mr. Tanaka said he would come at three — so please expect him then).
- 〜そうです (hearsay: I heard that ...)
- Both pass on information. と言っていました names the person and shows that you heard the words from that person: 山田さんは来月国へ帰ると言っていました (Mr. Yamada said he is going back to his country next month). そうです only shows that the information came from somewhere, such as a person, the news, or a book: 山田さんは来月国へ帰るそうです (I heard that Mr. Yamada is going back to his country next month).
§5How this shows up on the JLPT
In grammar-form questions, check the form before と: plain form, with だ after a な-adjective or noun (休みだと言っていました). In sentence-building questions (the ★ type), keep the order [person] は + [message] + と + 言っていました. For a message request the order is [person] に + [message] + と + 伝えていただけませんか. In listening (especially the questions where someone leaves a message on the phone or at the office), you must catch who said it, who should receive it, and what the content is: the person before は / が is the one who said it, and the person before に is the one who receives the message.
