Shows where a piece of information comes from: the weather forecast, the news, a newspaper, a person's story and so on. Because the speaker is passing on information from that source, the end of the sentence normally shows this too, most often with the hearsay 〜そうです.
§1Structure
Noun (source of information) + によると、〜. The sentence usually ends with a hearsay or conjecture expression such as 〜そうです (plain form + そうです), 〜らしい or 〜と言っていました. Typical sources: 天気予報, ニュース, 新聞, 〜さんの話, 先生. 〜によれば has the same meaning.

先生によると、来週のテストは難しくないそうだ。
せんせいによると、らいしゅうのテストはむずかしくないそうだ。
According to the teacher, next week's test is not difficult.
新聞によると、今年の夏はとても暑くなるそうです。
しんぶんによると、ことしのなつはとてもあつくなるそうです。

§3Common mistakes
- Ending the sentence with your own opinion. 天気予報によると、あしたは雨が降ると思います mixes the forecast's information with 'I think'. When you pass on information, end with a hearsay expression: 天気予報によると、あしたは雨が降るそうです.
- Confusing によると with によって. によって shows a means, a cause or a difference (人によって考え方が違います: ways of thinking differ from person to person), not the source of information. ニュースによって、地震があったそうです is wrong; say ニュースによると、地震があったそうです.
- Putting a verb or a whole sentence before によると: 田中さんが言ったによると is wrong. によると follows a noun, so change it to a noun phrase: 田中さんの話によると, or simply 田中さんによると.
§4How it's different from similar grammar
- 〜によって (by means of, N3)
- によると marks the source of information, and the sentence ends with hearsay: テレビのニュースによると、台風が来るそうです (According to the TV news, a typhoon is coming). によって marks the means by which something is done: インターネットによって、世界のニュースがすぐわかります (By means of the Internet, we can know the world's news right away). によって does not show where the information comes from.
- 〜と言っていました (someone said that)
- 〜と言っていました reports the words of a person, and the person is the subject with は: 田中さんは、来週国へ帰ると言っていました (Mr. Tanaka said he is going back to his country next week). によると can be used for people and also for things that do not speak, such as a forecast, a newspaper or a map, and the sentence usually ends with 〜そうです: 新聞によると、来月から電車代が高くなるそうです (According to the newspaper, train fares will go up from next month).
§5How this shows up on the JLPT
によると and the hearsay そうです are tested as a pair. If a grammar-form question starts with 天気予報によると or ニュースによると, look for the ending with plain form + そうです (or らしいです). If the blank is at the beginning and the sentence ends with 〜そうです, choose によると over によって, について or にとって. In sentence-building questions, the order is 〈noun〉+ に + よる + と. In reading, によると tells you whose information it is, which helps with 'who said what' questions.
