〜と言われている
といわれている
It is said that / people say that
Use 〜と言われている for something that many people say or believe in general. It is the passive of 言う, so the sentence does not name who says it. It is common for general knowledge, old stories, and a person's or place's reputation. The speaker does not say whether it is really true.

Common mistakes
3
- Using 〜と言っています for a general belief. 〜と言っています reports the words of one known person (田中さんは行くと言っています). For what people in general say, use the passive: ✕ 緑茶は体にいいと言っています → ○ 緑茶は体にいいと言われています.
- Putting な or の before と. と follows the plain form, so a な-adjective or a noun takes だ: ✕ 安全なと言われている / ✕ 古い木のと言われている → ○ 安全だと言われている / ○ 古い木だと言われている.
- Using it for news you got from one person or one source. If your friend told you that Tanaka-san will be absent tomorrow, say 田中さんはあした休むそうです or 休むと言っていました, not 休むと言われています.
How it's different from similar grammar
2
- そうです (I heard that)
- 〜そうです passes on information that the speaker got from a source such as the news, a letter, or a person. The source is often shown with 〜によると: 天気予報によると、あしたは雪が降るそうです (According to the weather forecast, it will snow tomorrow). 〜と言われている has no single source. It shows what people in general have said for a long time: この山には神様がいると言われています (It is said that a god lives on this mountain).
- ということだ / とのことだ (I was told that)
- 〜ということだ and 〜とのことだ pass on a message or a piece of news almost as it was given, often at work: 山田さんは少し遅れるとのことです (I was told that Yamada-san will be a little late). 〜と言われている is not a message from someone. It is a common belief or reputation: 山田さんは会社で一番仕事が速いと言われています (Yamada-san is said to be the fastest worker in the company).
How this shows up on the JLPT
In N3 sentence-ordering questions, the pieces と / 言われて / いる are often split, and you must put the plain form (with だ after a noun or な-adjective) right before と. In grammar-choice questions, look for a general topic with no named speaker; that points to 言われている, not 言っている. In reading passages, 〜と言われている marks general knowledge, not the writer's own opinion, so it helps you answer questions like 'What does the writer think?'.
