The particle と marks the words that someone says. You can repeat the exact words in 「」, or report the content in the plain form without 「」. The tense inside the quote stays the same as in the original words, even when 言いました is in the past. The same pattern is used to tell what something is called: これは日本語で「かさ」と言います.

§1Structure

Direct quote: 「the exact words」 + と言います (the words stay as they were said, so です/ます is fine inside 「」). Indirect quote: plain form + と言います — verb plain form (帰る / 帰らない / 帰った), い-adjective plain form (おもしろい / おもしろくない), な-adjective + だ (大切だ), noun + だ (お茶だ). Names and words: X は (日本語で) Y と言います. The speaker takes は or が, and the listener takes に.

§2Examples

  • 食べるまえに、「いただきます」と言います。

    たべるまえに、「いただきます」といいます。

    Before eating, we say "Itadakimasu."

  • 田中さんは「明日は休みます」と言いました。

    たなかさんは「あしたはやすみます」といいました。

    Mr. Tanaka said, "I will take tomorrow off."

  • リンさんは来週国へ帰ると言いました。

    リンさんはらいしゅうくにへかえるといいました。

    Lin said that she would go back to her country next week.

  • 先生はこの漢字は大切だと言いました。

    せんせいはこのかんじはたいせつだといいました。

    The teacher said that this kanji is important.

  • 店の人はこれは日本のお茶だと言いました。

    みせのひとはこれはにほんのおちゃだといいました。

    The shop clerk said that this is Japanese tea.

  • 友だちはあの映画はおもしろくないと言った。

    ともだちはあのえいがはおもしろくないといった。

    My friend said that movie isn't interesting.

§3Common mistakes

  • Using を instead of と for the content of speech. ✕ リンさんは明日来ないを言いました → ○ リンさんは明日来ないと言いました. と marks the words or content that are said. を is used when the object is a noun such as 名前 or お礼 (名前を言います = to say one's name).
  • Changing the tense inside the quote the way English does ("He said he was busy"). If Mr. Tanaka's words were 忙しいです, report them as 田中さんは忙しいと言いました, not ✕ 田中さんは忙しかったと言いました. 忙しかったと言いました means his words were "I was busy."
  • Wrong form before と in an indirect quote with a な-adjective or noun. ✕ 先生はこの漢字は大切なと言いました ✕ 大切ですだと言いました → ○ 大切だと言いました. Use the plain form: な-adjective / noun + だ.

§4How it's different from similar grammar

〜と思います (I think that ...)
Both patterns put と after a plain-form clause. と言います reports words that were actually spoken; と思います gives a thought or guess that was not necessarily spoken. 田中さんは行かないと言いました = Mr. Tanaka said he would not go. 田中さんは行かないと思います = I think Mr. Tanaka will not go.
〜と言っていました (was saying that ... / passing on a message)
と言いました simply reports that someone said something at one point: 田中さんは「おはよう」と言いました. と言っていました is often used when you pass on to the listener what another person told you: 田中さんは少し遅れると言っていました (Mr. Tanaka said he would be a little late — I am telling you his message). It is an N4 pattern.

§5How this shows up on the JLPT

In grammar-form questions, the most common point is the particle: the blank between a quoted sentence and 言います/言いました takes と, not を or に. You may also be asked to pick the plain form before と (休みだと言いました). In sentence-building questions (the ★ type), keep the order [person] は + [quote] + と + 言いました. The question 〜は日本語で何と言いますか and self-introductions like リンと言います also appear in short conversations, so learn them as set phrases. In reading passages, check who said what: the person before は/が is the speaker, and the person before に is the listener.
