Use と思います to give your opinion or your guess. The part before と is what you think, and it is written in the plain form. It sounds softer than a simple です/ます sentence. To say "I don't think ...", Japanese usually makes the inside negative: 来ないと思います is more common than 来ると思いません. In a statement, と思います normally shows the speaker's own thought; for another person's opinion, と思っています is usually used.

§1Structure

Plain form + と思います. Verb: plain form (行く / 行かない / 行った / 行かなかった) + と思います. い-adjective: plain form (おいしい / おいしくない / おいしかった) + と思います. な-adjective and noun: add だ (便利だ / 学生だ; past 便利だった / 学生だった) + と思います. To ask for an opinion: 〜をどう思いますか (no と after どう).

  • 明日は雨が降ると思います。

    あしたはあめがふるとおもいます。

    I think it will rain tomorrow.

  • この映画はおもしろいと思います。

    このえいがはおもしろいとおもいます。

    I think this movie is interesting.

  • 東京の電車は便利だと思います。

    とうきょうのでんしゃはべんりだとおもいます。

    I think the trains in Tokyo are convenient.

  • あの人は田中さんのお兄さんだと思います。

    あのひとはたなかさんのおにいさんだとおもいます。

    I think that person is Mr. Tanaka's older brother.

  • リンさんは今日、来ないと思います。

    リンさんはきょう、こないとおもいます。

    I don't think Lin will come today.

  • この町をどう思いますか。

    このまちをどうおもいますか。

    What do you think of this town?

  • 田中さんはもう帰ったと思います。

    たなかさんはもうかえったとおもいます。

    I think Mr. Tanaka has already gone home.

  • このかばんはちょっと高いと思う。

    このかばんはちょっとたかいとおもう。

§3Common mistakes

  • Putting です/ます before と, or dropping だ after a な-adjective or noun. ✕ 便利ですと思います ✕ 便利と思います → ○ 便利だと思います. ✕ 行きますと思います → ○ 行くと思います. The part before と is in the plain form, and in standard Japanese な-adjectives and nouns need だ there.
  • Adding だ after an い-adjective. ✕ おいしいだと思います → ○ おいしいと思います. ✕ 高くないだと思います → ○ 高くないと思います. だ is only for な-adjectives and nouns.
  • Saying どうと思いますか when asking for an opinion. ✕ 日本の料理をどうと思いますか → ○ 日本の料理をどう思いますか. どう goes directly before 思いますか, with no と.

§4How it's different from similar grammar

〜と言います (to say that ...)
Both use と to mark content, and both take the plain form. と思います marks what someone thinks; と言います marks words that someone actually said. 田中さんは来ると思います = I think Mr. Tanaka will come (my guess). 田中さんは来ると言いました = Mr. Tanaka said he would come (his words).
〜でしょう (probably)
Both can express a guess. でしょう is often used for a prediction, as in a weather forecast, and it does not take だ: 明日は雨でしょう (It will probably rain tomorrow). と思います clearly presents the idea as your own opinion, and needs だ after a noun or な-adjective: 明日は雨だと思います (I think it will rain tomorrow). と思います is also used for opinions, not only guesses: この本はいいと思います.

§5How this shows up on the JLPT

In the grammar-form questions (choose the word for the blank), you are often asked to pick the right form before と思います, for example 静かだ instead of 静かです or 静かな, or to pick the particle と. In sentence-building questions (the ★ type), remember the fixed order: [plain-form clause] + と + 思います, so と comes right before 思います. In short reading passages, a sentence ending in と思います shows the writer's opinion, not a fact, and questions like "What does the writer think?" point to that sentence.
