Use this pattern to explain what a word, a kanji compound, a sign, or someone's words mean. The meaning comes before という, and X (the thing you explain) is the topic with は. When you do not understand a word or a sign, ask 〜はどういう意味ですか. The same と is used in 〜と読みます to give a reading and in 〜と書いてあります to say what is written somewhere.
§1Structure
X は + [meaning] + という意味だ / という意味です. The meaning can be a word or sentence in 「」 (「止まれ」という意味です), or a plain-form clause (使っているという意味です, 払わなくてもいいという意味です). For signs, the imperative form and 〜な are often used inside 「」. To ask: X はどういう意味ですか. Related patterns: X は Y と読みます (X is read as Y), and [place] に「…」と書いてあります (it says '...' on ...).
§2Examples

How do you read this kanji?

「営業中」 doesn't mean "closed," you know.
先生の「もう少しですね」は、まだ足りないという意味でした。

The teacher's "Just a little more" meant that it was not enough yet.
§3Common mistakes
- Leaving out という, or using の after a sentence. ✕ 「無料」はお金を払わなくてもいい意味です ✕ お金を払わなくてもいいの意味です → ○ お金を払わなくてもいいという意味です. After a clause, という is needed before 意味. (の is fine after a single word: 「無料」の意味 = the meaning of 「無料」.)
- Using the polite form before という意味 when you explain the content without 「」. ✕ 今、使っていますという意味です → ○ 今、使っているという意味です. Use the plain form before という, and make only the end of the sentence polite. The polite form is fine when you quote exact words inside 「」.
- Using を with 読みます or 書いてあります for the reading or the written words. ✕ この漢字は「うみ」を読みます → ○ この漢字は「うみ」と読みます. ✕ 「入口」を書いてあります → ○ 「入口」と書いてあります. The reading and the written words are marked with と, like a quotation.
§4How it's different from similar grammar
- 〜と言います (is called / say)
- 〜は日本語で何と言いますか asks for the word itself: 「サンキュー」は日本語で何と言いますか — 「ありがとう」と言います. 〜はどういう意味ですか asks for the meaning of a word you have seen or heard: 「ありがとう」はどういう意味ですか — 「サンキュー」という意味です.
- 〜という + noun (a ... called ...)
- Both use という + noun. In 〜という〜, the part before という is a name, and the noun after it is the kind of thing: 「さくら」という店 (a shop called Sakura). In 〜という意味, the noun is 意味, and the part before という is the content of the meaning: 「入るな」という意味 (the meaning 'Do not enter').
§5How this shows up on the JLPT
In grammar-form questions, the blank is usually という itself (〜__意味です) or the particle と before 読みます / 書いてあります. In sentence-building questions (the ★ type), keep the order X は + [meaning] + という + 意味 + です. This pattern is very common in N4 reading and information-search questions about signs, notices, and rules: the text explains a sign with an imperative form or 〜な inside 「」 (「止まれ」「入るな」), and the question asks what you may or may not do. Learn the imperative form and the prohibition 〜な together with this pattern.
§6Quick check (3 questions)
1. Choose the best word for the blank: 「駐車禁止」は、ここに車を止めてはいけない__意味です。
「ちゅうしゃきんし」は、ここにくるまをとめてはいけない__いみです。
2. You see the word 「故障中」 on a machine and do not understand it. What do you ask?
「こしょうちゅう」
3. A notice says: このマークは「ここで泳ぐな」という意味です。 What does the sign tell you?
このマークは「ここでおよぐな」といういみです。
