With verbs for actions that take some time, such as 食べる, 読む, 書く, 話す and 降る, 〜ています shows that the action is going on right now. It is often used with 今 and answers the question 今、何をしていますか. The past form 〜ていました shows what was going on at a certain time in the past. With verbs that show a quick change, such as 結婚する or 知る, 〜ています usually shows a state instead; see 〜ています(結果の状態・習慣・職業).
§1Structure
Verb て-form + います (食べる → 食べて → 食べています, 読む → 読んで → 読んでいます, する → して → しています). Negative: 〜ていません. Past: 〜ていました. Plain style: 〜ている / 〜ていない / 〜ていた. In casual speech the い is often dropped: 食べてる, 食べてます.
§2Examples

リンさんはいま、へやでおんがくをきいています。
Linh is listening to music in her room now.

そとはあめがふっています。

「今、何をしていますか。」「昼ごはんを作っています。」
「いま、なにをしていますか。」「ひるごはんをつくっています。」
"What are you doing now?" "I'm making lunch."
弟は今、勉強していません。ゲームをしています。
おとうとはいま、べんきょうしていません。ゲームをしています。

きのうの夜8時ごろ、わたしは家でテレビを見ていました。
きのうのよるはちじごろ、わたしはいえでテレビをみていました。
At around eight last night, I was watching TV at home.
田中さんはあそこで友だちを待っています。
たなかさんはあそこでともだちをまっています。
Mr. Tanaka is waiting for his friend over there.
母は今、電話で話している。
はははいま、でんわではなしている。
My mother is talking on the phone now.
「今、何をしてる?」「手紙を書いてる。」
「いま、なにをしてる?」「てがみをかいてる。」
"What are you doing now?" "I'm writing a letter."
§3Common mistakes
- Using the plain ます-form for something you are doing at this moment. 今、晩ごはんを食べます means 'I am going to eat dinner now', not 'I am eating'. For an action in progress, say 今、晩ごはんを食べています.
- Reading 行っています, 来ています and 帰っています as 'is on the way'. With these verbs of movement, 〜ています usually means the movement is finished and the person is there now. 田中さんは今、銀行に行っています normally means 'Mr. Tanaka has gone to the bank (and is not here)', not 'he is walking to the bank'.
- Making the て-form wrongly or choosing the wrong helping verb: 読みています, 書きています and 読んであります are not the progressive. Use the correct て-form and います: 読んでいます, 書いています. Also, ある and いる (to exist) are not put into this form: 机の上に本があっています is wrong; say 本があります.
§4How it's different from similar grammar
- 〜ます (habit / future)
- The ます-form talks about habits and about the future: 毎朝コーヒーを飲みます (I drink coffee every morning), あとでコーヒーを飲みます (I will drink coffee later). 〜ています talks about what is happening at this moment: 今、コーヒーを飲んでいます (I am drinking coffee now). Words like 今 and the question 何をしていますか point to 〜ています; words like 毎日, あした and あとで often go with 〜ます.
- 〜ています (resulting state / habit / job)
- The form is the same, but the meaning depends on the verb. With an action that continues for a while, 〜ています means 'is doing': 子どもが公園で遊んでいます (The children are playing in the park). With a verb that shows a quick change, it shows the state after the change: 兄は結婚しています (My older brother is married), not 'is in the middle of getting married'. 〜ています can also show a habit or a job: 姉は銀行で働いています (My older sister works at a bank).
§5How this shows up on the JLPT
In the N5 grammar section, a sentence with 今 or the question 何をしていますか usually needs 〜ています, and the wrong choices are 〜ます, 〜ました or a wrong て-form such as 読みています. A time in the past (きのうの8時ごろ) with an action in progress needs 〜ていました. In sentence-building questions, keep the て-form and います together. In listening, picture questions often ask which person is the one described (本を読んでいる人, 電話で話している人), and casual speech drops the い (何してるの), so get used to hearing 〜てる and 〜てます.
§6Quick check (3 questions)
1. Choose the form that fits the blank: A「リンさんはどこですか。」B「あそこです。図書館の前で友だちと__。」
A「リンさんはどこですか。」B「あそこです。としょかんのまえでともだちと__。」
2. What does this sentence mean? 「田中さんは今、昼ごはんを食べています。」
「たなかさんはいま、ひるごはんをたべています。」
3. In which sentence does 〜ています show an action that is going on right now (not a state or a job)?
