もう shows that something has changed or finished earlier than now: 'already'. まだ shows that a situation has not changed: 'still' in a positive sentence, and 'not yet' in a negative sentence. To the question もう〜ましたか, the short negative answer at N5 is いいえ、まだです. With a negative, もう means 'not any more' (もう時間がありません).
§1Structure
(1) もう + verb ました: 'already did'. Question: もう〜ましたか. Answer: はい、もう〜ました。 / いいえ、まだです。 (2) まだ + verb ています / まだ + adjective・noun です: 'still'. (3) まだ + verb ていません: 'not yet' (the full form of まだです). (4) もう + negative (もうありません): 'not any more'.

§3Common mistakes
- Answering 'not yet' with the past negative. ✕「いいえ、まだ食べませんでした。」 → 「いいえ、まだです。」 or 「いいえ、まだ食べていません。」 〜ませんでした means that you did not do it in a finished period of time (きのうは食べませんでした), but 'not yet' means you may still do it.
- Thinking that まだ食べません means 'I haven't eaten yet'. まだ食べません means 'I'm not going to eat yet' (it is my plan not to eat now). For 'I haven't eaten yet', say まだ食べていません or まだです.
- Mixing up the two negative meanings. もう + negative = 'not any more': 「もう雨は降っていません。」 (It isn't raining any more.) まだ + negative = 'not yet': 「まだ雨は降っていません。」 (It isn't raining yet.)
§4How it's different from similar grammar
- まだ〜ていません (have not ... yet)
- まだです and まだ〜ていません have the same meaning. まだです is the short answer to a もう〜ましたか question: 「もうレポートを書きましたか。」「いいえ、まだです。」 まだ〜ていません is the full sentence, and you can use it without a question before it: 「レポートはまだ書いていません。」 The full form is often taught at N4.
- もう + amount (もう一度, もう少し: 'one more', 'a little more')
- Before a number or amount, もう means 'more', not 'already': 「もう一度言ってください。」 (Please say it one more time.) 「もう少し待ってください。」 (Please wait a little longer.) Compare 「もう言いました。」 (I already said it.)
§5How this shows up on the JLPT
In N5 Grammar Mondai 1, a typical question is a short dialogue: 「もう〜ましたか。」「いいえ、( )。」 The answer is まだです, and the trap is まだ〜ませんでした. Another type asks you to choose もう or まだ: check whether the verb is 〜ました (usually もう) or 〜ています / a negative (usually まだ). In Listening, もう and まだ tell you whether a task is finished, so they often decide the answer to 'What will the person do next?'.
