で after a place shows where an action happens. 図書館で勉強します means 'I study at the library': the library is the place of the activity. English uses 'at', 'in' or 'on' here, but Japanese chooses the particle by the verb: an action takes で.
§1Structure
Place noun + で + action verb (食べます, 勉強します, 買います, 働きます, 会います and so on). The question word is どこで. で is also used for the place where an event is held: 学校でパーティーがあります. For the place where a thing or a person simply exists, use に, not で.

§3Common mistakes
- Using に for the place of an action, because に is learned first as the 'place' particle: 図書館に勉強します and レストランに晩ご飯を食べました are wrong. An action takes で: 図書館で勉強します, レストランで晩ご飯を食べました.
- Using で for the place where something exists or where someone lives: 机の上で本があります and 東京で住んでいます are wrong. あります, います and 住んでいます take に: 机の上に本があります, 東京に住んでいます.
- Using で for a destination: デパートで行きます is wrong. 行きます, 来ます and 帰ります show movement toward a place, so they take へ or に: デパートへ行きます. After you arrive, the action takes で: デパートで買い物をします.
§4How it's different from similar grammar
- 〜に (place of existence, destination)
- に marks the place where a thing or a person is: 教室に学生がいます (There are students in the classroom). で marks the place where someone does something: 教室で学生が勉強しています (Students are studying in the classroom). One exception to remember: when あります means that an event takes place, the place takes で: 教室で試験があります (There is an exam in the classroom).
- 〜で (means, tool, material, language)
- It is the same particle; the noun before it tells you the meaning. A place + で is where the action happens: 台所で料理をします (I cook in the kitchen). A vehicle, a tool or a language + で is how the action is done: バスで行きます (I go by bus), はしで食べます (I eat with chopsticks).
§5How this shows up on the JLPT
Choosing between で and に after a place is one of the most common N5 particle questions. Read the verb at the end before you choose: あります, います and 住んでいます take に; 行きます, 来ます and 帰ります take へ or に; most other action verbs take で (but 入ります, 座ります and 乗ります take に). A harder item uses an event with あります (あした、ホテルでパーティーがあります), where で is correct. In sentence-ordering questions, 'place + で' usually comes before 'object + を'.
