あります and います both mean 'there is' or 'to be (somewhere)'. Use います for people and animals, which are alive and move by themselves. Use あります for everything else: things, plants, buildings, and also time, money, plans and events. The place takes に, and the thing that exists takes が. The same verbs also mean 'to have': わたしは兄がいます (I have an older brother), 今日は時間があります (I have time today).
§1Structure
Place + に + Noun + が + あります (things, plants, places) / います (people, animals). To say where a known thing is: Noun + は + Place + に + あります/います. To say 'have': (Person は) + Noun + が + あります/います (時間があります, 姉がいます). Negative: ありません/いません. Past: ありました/いました. Plain forms: ある/ない, いる/いない.

§3Common mistakes
- Choosing the wrong verb: ×犬があります, ×本がいます. People and animals take います (犬がいます, 先生がいます). Things and plants take あります (本があります, 花があります). Plants are alive, but they do not move by themselves, so they take あります.
- Using で for the place where something exists: ×部屋でテレビがあります. The place of existence takes に: 部屋にテレビがあります. で marks the place of an action (部屋でテレビを見ます). Be careful with events: when あります means that an event takes place, the place takes で: 明日、学校でパーティーがあります.
- Using が with a known thing when you ask where it is: 銀行がどこにありますか sounds unnatural. When you ask or tell the location of something that is already the topic, that thing usually takes は: 銀行はどこにありますか。…銀行は駅の前にあります.
§4How it's different from similar grammar
- Place に Noun が あります vs. Noun は Place に あります
- 机の上にかぎがあります tells the listener what is in a place. The key is new information, so it takes が: 'There is a key on the desk.' かぎは机の上にあります talks about a key that both people already know about, and tells where it is: 'The key is on the desk.' So the question 何がありますか uses the first pattern, and the question どこにありますか uses the second one.
- Noun は Place です
- When you tell where a known thing or person is, you can use です in place of にあります/にいます: トイレは二階にあります = トイレは二階です, リンさんは教室にいます = リンさんは教室です. With です there is no に, and you do not need to choose between あります and います. But です cannot be used in the 'there is' pattern with が: ×二階にトイレがです.
§5How this shows up on the JLPT
N5 Mondai 1 tests this point in two ways. First, the verb: look at the noun before が. If it is a person or an animal, choose います; if not, choose あります. Second, the particles: に after the place and が after the thing, with で and を as wrong choices. In Mondai 2 (sentence ordering), build 'Place に' and 'Noun が' as two blocks and put あります/います last. In listening and in reading questions with a map or a picture of a room, this pattern comes together with position words such as 上, 中 and 隣.
