This に marks a point. It shows the place where a thing or person exists, the place where a movement ends, or the person an action is directed to. The place where you do an action (eat, study, work) takes で, not に. The に for time (7時に) and for purpose (買い物に行きます) are explained on their own pages.
§1Structure
(1) Place + に + あります / います (where something or someone is). (2) Place / vehicle / seat + に + 行きます・来ます・帰ります・入ります・着きます・乗ります・すわります (the point you arrive at or get into). (3) Person + に + あげます・貸します・教えます・電話します・会います・手紙を書きます (the person the action goes to). に comes right after a noun.

つくえの上に本があります。
つくえのうえにほんがあります。

田中さんは今、教室にいません。
たなかさんはいま、きょうしつにいません。

§3Common mistakes
- Mixing up に and で for places. に is for where something is; で is for where an action happens. ✕「図書館に勉強します。」 → 「図書館で勉強します。」 ✕「教室で学生がいます。」 → 「教室に学生がいます。」
- Using を because of your own language ('meet a friend', 'ride a bus', 'call my mother'; Vietnamese 'gặp bạn', 'đi xe buýt', 'gọi cho mẹ'). In Japanese these verbs take に: ✕「友だちを会います。」 → 「友だちに会います。」 ✕「バスを乗ります。」 → 「バスに乗ります。」 ✕「母を電話します。」 → 「母に電話します。」
§4How it's different from similar grammar
- 〜で (place of an action)
- に shows where something is or where you arrive. で shows where you do something. 「食堂に田中さんがいます。」 (Mr. Tanaka is in the cafeteria.) / 「食堂で昼ごはんを食べます。」 (I eat lunch in the cafeteria.) Both can appear in one sentence: 「駅の前でバスに乗ります。」 Here で is the place of the action and に is the thing you get into. Note: when あります means that an event takes place, the place takes で: 「あした、学校でパーティーがあります。」
- 〜へ (direction)
- With 行きます, 来ます and 帰ります, both に and へ are correct: 「日本に行きます。」 / 「日本へ行きます。」 に points at the place you arrive at, and へ points at the direction. But へ cannot replace に for existence: ✕「教室へいます。」 → 「教室にいます。」 For the person who receives something, に is the normal particle: 「母に花をあげました。」
§5How this shows up on the JLPT
Particles are the main target of N5 Grammar Mondai 1. The most common trap is に vs. で: look at the verb. If it is あります / います, or a verb of arriving or getting into something (行きます, 入ります, 乗ります, すわります), choose に; if it is an action verb (食べます, 勉強します, 買います), choose で. 〜に会います and 〜に乗ります are asked again and again because learners want to use を. In Mondai 2 (sentence building), に must come directly after its noun, so make the pair 'noun + に' first.
