〜とは限らない
とはかぎらない
Not necessarily / not always
〜とは限らない means 'not necessarily'. It says that something people usually believe is not true in every case, and that there are exceptions. It is a partial negation: 高い物がいい物だとは限らない does not mean expensive things are bad, only that they are not always good. The adverb 必ずしも (not always) is often put in front to make this meaning clear.
値段が高い物がいい物だとは限りません。
ねだんがたかいものがいいものだとはかぎりません。
Expensive things are not necessarily good things.
Structure
Plain form of verb / い-adjective + とは限らない (勝てるとは限らない, まずいとは限らない). な-adjective / noun + (だ) + とは限らない (便利だとは限らない, 観光客とは限らない). Polite: とは限りません. It often goes with 必ずしも, いつも, みんな or 誰でも.

Common mistakes
3
- Reading it as a full 'no'. 安い店の料理がおいしいとは限らない does not mean 'food at cheap restaurants is never tasty'. It means 'it is not always tasty': some places are good and some are not.
- Using 必ずしも without a negative ending. ✗ 高い物は必ずしもいい → ✓ 高い物は必ずしもいいとは限らない. 必ずしも needs a negative form such as とは限らない or 〜ない after it.
- Adding だ after an い-adjective. ✗ 正しいだとは限らない → ✓ 正しいとは限らない. だ can come only after a な-adjective or a noun (静かだとは限らない).
How it's different from similar grammar
2
- 〜わけではない (it's not that ...)
- わけではない corrects a conclusion someone might draw, often about the speaker's own feelings or situation: 肉が嫌いなわけではないが、あまり食べない (It's not that I hate meat, but I don't eat it much). とは限らない is usually a general statement that a common belief has exceptions: 有名な店がいつも込んでいるとは限らない (Famous shops are not always crowded).
- 〜はずがない (there's no way ...)
- はずがない strongly says something is impossible: 彼がその話を知らないはずがない (There's no way he doesn't know about it). とは限らない is much weaker. It only says something may not be true: 彼がその話を知っているとは限らない (He doesn't necessarily know about it).
How this shows up on the JLPT
In N3 grammar-choice questions, 必ずしも at the start of a clause is a strong hint that the end will be とは限らない. Questions may also ask you to choose between とは限らない, はずがない and に違いない, so check how sure the speaker is. In reading passages, a sentence with とは限らない often shows the writer's opinion that a common idea is not always true.
