Both forms literally say 'it is no good if you don't', so they mean 'must' or 'have to'. They mean the same as 〜なければならない but are used more in everyday conversation. To say that something is not necessary, do not make these forms negative; use 〜なくてもいい.

§1Structure

Verb ない-form: 〜ない → 〜なくて + はいけない (行かなくてはいけない), or 〜ない + といけない (行かないといけない). い-adjective: 〜くなくてはいけない / 〜くないといけない (強くなくてはいけない). な-adjective / noun: 〜でなくてはいけない / 〜でないといけない (上手でなくてはいけない, 新しいものでなくてはいけない); in speech also 〜じゃないといけない. Polite: 〜いけません. Past: 〜いけなかった / 〜いけませんでした.

  • あしたは6時に起きなくてはいけません。

    あしたはろくじにおきなくてはいけません。

    I have to get up at six tomorrow.

  • この薬は毎日飲まないといけませんか。

    このくすりはまいにちのまないといけませんか。

    Do I have to take this medicine every day?

  • きのうは残業しなくてはいけなかったので、パーティーに行けませんでした。

    I had to work overtime yesterday, so I couldn't go to the party.

  • バスがなくなるから、もう帰らないといけない。

  • スポーツ選手は体が強くなくてはいけません。

    スポーツせんしゅはからだがつよくなくてはいけません。

  • パスポートの写真は新しいものでなくてはいけません。

    パスポートのしゃしんはあたらしいものでなくてはいけません。

    The photo for a passport has to be a recent one.

  • この仕事は、英語が上手でなくてはいけません。

    For this job, you have to be good at English.

  • 日曜日は働かなくてもいいですが、土曜日は働かないといけません。

    にちようびははたらかなくてもいいですが、どようびははたらかないといけません。

    I don't have to work on Sundays, but I have to work on Saturdays.

§3Common mistakes

  • Mixing the two forms: ✗ 行かなくてといけない, ✗ 行かないはいけない. The sets are fixed: 〜なくて + は + いけない, and 〜ない + と + いけない.
  • Confusing it with 〜てはいけない (must not). 飲んではいけません means 'you must not drink it'; 飲まなくてはいけません means 'you must drink it'. Check whether the verb before は is affirmative (〜ては) or negative (〜なくては).
  • Answering 'no' by negating いけない: ✗ いいえ、行かなくてはいけなくないです. When something is not necessary, answer with 〜なくてもいい: ○ いいえ、行かなくてもいいです.

§4How it's different from similar grammar

〜なければならない (must)
The meaning is the same, and all of these are correct: 税金を払わなければなりません/払わなくてはいけません/払わないといけません (You must pay taxes). 〜なければならない sounds more formal and is common in writing and when stating rules or duties. 〜なくてはいけない and especially 〜ないといけない are more common in conversation, often about the speaker's own situation: もう行かないといけません (I have to go now).
〜てはいけない (must not)
The two look alike but have opposite meanings. ここに車を止めてはいけません (You must not park here) forbids an action. ここに車を止めなくてはいけません (You have to park here) requires it. The only difference is the ない-form before ては.

§5How this shows up on the JLPT

In N4 grammar-form questions, the pieces are often split: after 〜なくて you need は, and after 〜ない you need と, before いけません. Questions also ask you to choose a sentence with the same meaning, where 〜なくてはいけない = 〜ないといけない = 〜なければならない. In sentence-ordering questions, watch for なくては/いけません as separate pieces. In listening, もう帰らないと…… (with いけない left out) also means 'I have to go home'.
