The potential form shows that someone has the ability to do something, or that the situation makes it possible. It has the same meaning as dictionary form + ことができる, but it is shorter and more common in conversation. In speech, many people drop ら from Group II verbs and 来る (食べれる, 見れる, 来れる), but on the JLPT and in writing use the full forms 食べられる, 見られる, 来られる. わかる and できる already mean 'can', so they have no potential form.
§1Structure
Group I (五段): change the final -u sound to the -e sound + る (書く → 書ける, 読む → 読める, 話す → 話せる, 買う → 買える, 待つ → 待てる). Group II (一段): drop る + られる (食べる → 食べられる, 見る → 見られる). Group III: する → できる, 来る → 来られる (こられる). Every potential verb conjugates as a Group II verb (書けます, 書けない, 書けた). The object marker を usually changes to が (漢字を読む → 漢字が読める); other particles do not change.

§3Common mistakes
- Doubling the potential: ✗ 日本語が話せることができます. Use only one of the two: ○ 日本語が話せます or ○ 日本語を話すことができます.
- Making the Group I potential with 〜れる: ✗ 漢字が書かれます, ✗ 新聞が読まれます for 'can write' and 'can read' (書かれる and 読まれる are passive forms). Group I verbs change to the -e sound: ○ 書けます, ○ 読めます.
- Making a potential form of わかる or of 見える/聞こえる: ✗ 日本語がわかれます, ✗ 山が見えられます. These verbs already include the idea of 'can': ○ 日本語がわかります, ○ 山が見えます.
§4How it's different from similar grammar
- 〜ことができる (can / be able to)
- The meaning is the same: ピアノが弾けます/ピアノを弾くことができます (I can play the piano). The potential form is shorter and is the usual choice in conversation. 〜ことができる is a little more formal and is often seen in writing, explanations and notices. With ことができる the object keeps を because the verb stays in its dictionary form.
- Passive form (〜られる)
- For Group II verbs and 来る, the potential and the passive look the same (食べられる, 見られる, 来られる), so you tell them apart from the particles and the context. わたしはさしみが食べられます (I can eat sashimi) is potential: the thing is marked with が. わたしは弟にケーキを食べられました (My cake was eaten by my little brother) is passive: the doer is marked with に. For Group I verbs the forms are different: 書ける (potential) and 書かれる (passive).
§5How this shows up on the JLPT
In N4 grammar-form questions, the form itself is tested (飲める, not 飲まれる; 来られる read as こられる), and so is the particle が before a potential verb. The potential form is also needed before other N4 patterns, especially 〜ようになる (話せるようになりました) and 〜ように (読めるように/行けるように), so these often appear together in sentence-ordering questions. In reading, decide from the particles whether 〜られる is potential or passive.
