見える and 聞こえる mean that something comes into your eyes or ears naturally, without any special effort. They are used when something is visible or audible because of distance, light, noise, or your eyesight and hearing. They are not the potential forms of 見る and 聞く; those are 見られる and 聞ける.
§1Structure
Noun + が + 見える/聞こえる (山が見える, 音が聞こえる). The thing seen or heard takes が, not を. Both are Group II verbs: 見えます, 見えません, 見えた, 見えない. The place is often shown with 〜から (from) or 〜まで (as far as): 窓から海が見える, 後ろの席まで聞こえる.

§3Common mistakes
- Using を for the thing seen or heard: ✗ 山を見えます, ✗ 音を聞こえます. 見える and 聞こえる are intransitive, so use が: ○ 山が見えます, ○ 音が聞こえます.
- Using 見える/聞こえる when you mean 'it is possible to watch or listen because there is a chance or a way to do it'. ✗ テレビで日本のドラマが見えます → ○ 見られます. ✗ このアプリでラジオが聞こえます (for 'you can listen to the radio with this app') → ○ 聞けます.
- Adding a potential ending: ✗ 見えられます, ✗ 聞こえられます. These verbs already contain the meaning 'can', so just say 見えます, 聞こえます.
§4How it's different from similar grammar
- 見られる/聞ける (potential forms of 見る/聞く)
- 見える/聞こえる: the sight or sound reaches you by itself. ここから山が見えます (You can see the mountains from here: they are simply in view). 見られる/聞ける: you are able to watch or listen if you want to, because there is a chance, a place, or a tool. この動物園ではパンダが見られます (You can see pandas at this zoo: you have the opportunity). 図書館で音楽が聞けます (You can listen to music at the library).
- 〜がする (音がする / 声がする)
- 音がします says that a sound exists: you notice that something is making a sound (となりの部屋で変な音がします: There is a strange sound in the next room). 音が聞こえます focuses on whether the sound reaches your ears. So 音がしません means no sound is being made, but 音が聞こえません may mean that there is a sound and it is too quiet or too far away for you to hear.
§5How this shows up on the JLPT
In N4 grammar-form questions, the particle is the classic point: choose が before 見える/聞こえる, not を. Another common question asks you to choose between 見えます and 見られます (or 聞こえます and 聞けます): 'from the window', 'far away', 'small letters', 'noisy' point to 見える/聞こえる, while 'at this museum', 'on TV', 'with this app' point to the potential forms. In listening, よく聞こえません and 見えにくい often explain the problem that the speakers then solve.
