ほしい says that the speaker wants to have a thing. It is an い-adjective, not a verb, so the thing you want takes が, not を. In a statement it shows the speaker's own wish, and in a question it asks about the listener's wish. For another person's wish, Japanese usually adds something such as 〜と言っています. For wanting to do an action, use verb + たい, not ほしい.

(わたしは) Noun + が + ほしいです. ほしい changes like an い-adjective: ほしいです / ほしくないです (ほしくありません) / ほしかったです / ほしくなかったです. Plain style: ほしい / ほしくない / ほしかった. Question: 何がほしいですか. In negative sentences が often becomes は: 車はほしくないです.

§3Common mistakes
- Using を because 'want' is a verb in English and 'muốn' is a verb in Vietnamese: ✗ 新しいくつをほしいです → ○ 新しいくつがほしいです. ほしい is an い-adjective, so the thing you want is marked with が.
- Using ほしい for an action: ✗ 日本へ行くがほしいです / ✗ 日本へ行きほしいです → ○ 日本へ行きたいです. ほしい takes a noun (a thing). When you want to do something, use verb ます-stem + たい.
- Conjugating ほしい like a noun or a な-adjective: ✗ ほしいじゃありません / ✗ ほしいでした → ○ ほしくないです (ほしくありません) / ○ ほしかったです. Change the last い, as with other い-adjectives.
§4How it's different from similar grammar
- 〜たい (want to do)
- ほしい is for a thing: カメラがほしいです (I want a camera). たい is for an action: カメラを買いたいです (I want to buy a camera). English 'want' and Vietnamese 'muốn' cover both, so check what follows: a noun → 〜がほしい, a verb → 〜たい. Both change like い-adjectives (ほしくない / 買いたくない).
- 〜てほしい (want someone to do)
- Noun + がほしい is wanting a thing: 時間がほしいです (I want time). Verb て-form + ほしい (N4) is wanting another person to do something: 母に早く元気になってほしいです (I want my mother to get well soon). The person you want to act takes に.
§5How this shows up on the JLPT
In N5 grammar questions, the most common blank is the particle before ほしい: choose が, not を. The second point is the form: ほしくないです and ほしかったです are tested against wrong forms such as ほしいじゃありません and ほしいでした. Questions may also ask you to choose between ほしい and たい: a noun before the blank takes がほしい, a verb ます-stem takes たい. In listening, 何がほしいですか often comes in talk about presents and shopping, and the answer is the noun before がほしい.
