〜には(目的)
には
In order to / to do ... (you need, it takes)
A には B means 'to do A, B is needed / B is best / it takes B'. A is a goal, and B tells you what is necessary for it, how to reach it, or how hard or easy it is. B is usually a judgment or a question, not a report of one action someone actually did. It is common when asking for or giving advice and directions.
駅へ行くには、どのバスに乗ればいいですか。
えきへいくには、どのバスにのればいいですか。
Which bus should I take to get to the station?
Structure
Verb dictionary form + には (行くには, 覚えるには). The second part is a comment on what doing that action needs or is like: 必要だ, 要る, 〜なければならない, 〜たほうがいい, かかる, 大変だ, いちばんいい, 〜すぎる, or a question such as どうすればいいですか. Polite and plain endings are both fine.

Common mistakes
3
- Following には with one action that someone actually did. ×空港へ行くには、タクシーに乗りました sounds wrong, because the second part is just a report of what you did. Use ために for that: 空港へ行くために、タクシーに乗りました. には needs a comment such as 空港へ行くには、タクシーが便利です.
- Using the wrong verb form. には follows the dictionary form only: ×日本で働いたには and ×日本で働きますには are wrong. Say 日本で働くには.
- Dropping は. In modern Japanese, the purpose meaning needs には: ×駅へ行くに、どうすればいいですか is wrong. Say 駅へ行くには、どうすればいいですか.
How it's different from similar grammar
2
- ために (in order to)
- ために is followed by the action that someone does for the goal: 大学に入るために、毎日勉強しています (I study every day in order to get into university). には is followed by what the goal needs or how to reach it: 大学に入るには、試験に合格しなければなりません (To get into university, you have to pass an exam). If the second part is simply what you did, use ために.
- のに (for, used for)
- Both can be followed by words like 便利だ, 必要だ and かかる, often with the same meaning: 駅まで行くのに/行くには、20分かかります (It takes 20 minutes to get to the station). But when the second part is a question about the way, or a rule with 〜なければならない, には is the usual choice: 市役所へ行くには、何番のバスに乗ればいいですか (Which bus number should I take to get to the city office?).
How this shows up on the JLPT
In the N3 grammar section, には is often tested against ために and のに in fill-in-the-blank questions. Look at the end of the sentence: 必要だ, 〜なければならない, 〜たほうがいい or どうすればいい point to には, while a plain report of an action (〜ました, 〜ています) points to ために. In reading passages and notices, sentences such as 申し込むには、〜が必要です tell you the steps you must follow.
