Here の turns the verb phrase into a noun, and に shows the purpose or use: 'for doing ...'. The words that follow are limited. They say what a thing is used for, whether it is convenient, useful or good for that purpose, or how much time or money the action needs. This のに is different from the のに that means 'even though'.

§1Structure

Verb dictionary form + のに + 使う / 便利だ / 役に立つ / いい / 必要だ / 要る / (time or money) かかる. With a noun, の is not used: noun + に (買い物に便利だ, 旅行に使う). は can be added for contrast or when judging something: 〜のには (パーティーをするのにはよくない).

  • このはさみは、紙を切るのに使います。

    このはさみは、かみをきるのにつかいます。

    These scissors are used for cutting paper.

  • この辞書は、漢字の読み方を調べるのに便利です。

    このじしょは、かんじのよみかたをしらべるのにべんりです。

    This dictionary is convenient for looking up how to read kanji.

  • 駅まで歩いて行くのに20分かかります。

    えきまであるいていくのににじゅっぷんかかります。

    It takes 20 minutes to walk to the station.

  • このレポートを書くのに3日かかった。

    このレポートをかくのにみっかかかった。

    It took three days to write this report.

  • 日本で部屋を借りるのに、いくらぐらい必要ですか。

    にほんでへやをかりるのに、いくらぐらいひつようですか。

  • この部屋は狭くて、パーティーをするのにはよくありません。

    このへやはせまくて、パーティーをするのにはよくありません。

  • このスーパーは駅から近くて、買い物に便利だ。

    このスーパーはえきからちかくて、かいものにべんりだ。

    This supermarket is close to the station and convenient for shopping.

  • 外国へ行くのに、パスポートが要ります。

    がいこくへいくのに、パスポートがいります。

    You need a passport to go abroad.

§3Common mistakes

  • Leaving out の after a verb, or adding の after a noun. ✕ 紙を切るに使います → ○ 紙を切るのに使います. ✕ 買い物のに便利です → ○ 買い物に便利です. A verb needs の to work like a noun; a noun connects to に directly.
  • Using a form other than the dictionary form. ✕ 紙を切ったのに使います ✕ 紙を切ってのに使います → ○ 紙を切るのに使います. In this use, the verb before のに is in the dictionary form even when the main verb is in the past: 書くのに3日かかりました.
  • Using ために with かかる, 便利だ or 使う. △ 学校へ行くために1時間かかります → ○ 学校へ行くのに1時間かかります. When you talk about the time, cost, tool or convenience for doing something, のに is the natural choice. ために is followed by an action the person does for a goal.

§4How it's different from similar grammar

〜のに (even though)
The two look the same, so check the form before のに and the words after it. The contrast のに follows any plain form (た-form, ない-form, adjectives, noun + な), and the second clause is an unexpected or disappointing result: 薬を飲んだのに、熱が下がりません (Even though I took medicine, my fever won't go down). The purpose のに follows only the dictionary form, and the next words are 使う, 便利だ, 役に立つ, 必要だ, かかる and the like: この薬は熱を下げるのに使います (This medicine is used for bringing down a fever).
〜ために (purpose: in order to)
ために is followed by an action that the person does on purpose to reach a goal: 料理を習うために、教室に通っています (I go to a class in order to learn cooking). のに is followed by a comment about use, convenience, need, time or cost, not by an intentional action: 料理を習うのに、お金がかかります (It costs money to learn cooking).

§5How this shows up on the JLPT

In grammar-form questions, the hint is after the blank: if you see 使います, 便利です, 役に立ちます, 必要です, 要ります or 〜かかります, choose のに (after a verb) or に (after a noun). ために and ように are common wrong choices there. In reading, do not translate every のに as 'even though': dictionary form + のに + かかる / 使う means 'for doing'. In sentence-ordering questions, a typical chain is [verb dictionary form]+ のに + [time / money]+ かかります.
