〜にしたがって
にしたがって
As ... (changes) / in accordance with, following
にしたがって has two uses. First, A にしたがって B means 'as A changes, B also changes little by little'; both A and B are gradual changes. Second, noun + にしたがって means 'following' a rule, an instruction or a guide, and doing what it says. The tone is a little formal, so it is common in explanations, news and written Japanese.
年をとるにしたがって、体が弱くなる。
としをとるにしたがって、からだがよわくなる。
As people get older, their bodies become weaker.
Structure
Change: verb dictionary form + にしたがって (年をとるにしたがって, 近づくにしたがって), or a noun that shows a change + にしたがって (季節の変化にしたがって). Adjectives are used through 〜くなる / 〜になる: 寒くなるにしたがって. Following: noun (a rule, an explanation, a guide) + にしたがって (説明書にしたがって). The kanji form is 〜に従って. In writing, 〜にしたがい is also used.

- Using にしたがって after an action that is not a change. In the 'as ... changes' use, the first part has to be something that changes little by little (年をとる, 増える, 近づく, 〜くなる). ×テレビを見るにしたがって、ご飯を食べた is wrong. For two actions at the same time, use ながら: テレビを見ながら、ご飯を食べた.
- Using it for a one-time event. にしたがって shows a change that goes on step by step, so it does not fit a single moment such as graduating: ×大学を卒業するにしたがって、国へ帰りました. Say 大学を卒業して、国へ帰りました or 大学を卒業したら、国へ帰ります.
- Using を in the 'following' use. The verb 従う takes に, not を: ×ルールをしたがって is wrong; the correct form is ルールにしたがって.

- につれて (as ... changes)
- For a gradual change, both can be used and the meaning is almost the same: 気温が上がるにつれて/上がるにしたがって、海に来る人が増えた (As the temperature went up, more people came to the sea). But only にしたがって can mean 'following' a rule or someone's words. 母のアドバイスにしたがって、毎朝歩くことにした (Following my mother's advice, I decided to walk every morning) cannot be said with につれて.
- したがって (therefore, as a conjunction)
- The conjunction したがって comes at the start of a sentence and means 'therefore': 雪で電車が止まった。したがって、試験は午後から始める (The trains stopped because of the snow. Therefore, the exam will start in the afternoon). The grammar pattern にしたがって comes right after a verb or noun, with に in front: 年をとるにしたがって.
How this shows up on the JLPT
In the N3 grammar section, にしたがって often appears as a fill-in-the-blank choice next to につれて, によって, にとって and について. Check two things: is the part before it a gradual change (増える, 近づく, 〜くなる), or a rule or guide (説明, ルール, 案内)? In reading passages, にしたがって often appears in instructions and notices, such as 係の人の指示にしたがってください.
