〜ことになっている

ことになっている

be supposed to / it is the rule (or the plan) that

〜ことになっている explains a rule, a custom, or a schedule that has already been decided and is in effect now. The decision was made by a group, an organization, or society, not by the speaker's own will. It is often used to explain the rules of a school, a company, or a country to someone. It is also used for a fixed plan, as in 'it has been arranged that I will ...'.

この学校では、教室でスマートフォンを使ってはいけないことになっています。

このがっこうでは、きょうしつでスマートフォンをつかってはいけないことになっています。

At this school, the rule is that you must not use smartphones in the classroom.

Structure

Verb dictionary form + ことになっている (出すことになっている). Verb ない form + ことになっている (使わないことになっている). It also follows 〜てもいい and 〜てはいけない (入ってはいけないことになっている). Polite: 〜ことになっています. Past: 〜ことになっていた / 〜ことになっていました.

  • Using 〜ことにしている for a rule of a school, a company, or society. ✗ この図書館では、本は2週間で返すことにしています。 (said by a user of the library) → ○ この図書館では、本は2週間で返すことになっています。 している is for a rule you made for yourself; なっている is for a rule decided by others.
  • Using it for a habit that you chose freely. ✗ 私はコーヒーが好きなので、毎朝飲むことになっています。 → ○ 私はコーヒーが好きなので、毎朝飲むことにしています。 With ことになっている, the listener understands that someone else decided it.

How it's different from similar grammar

2
〜ことになる (it has been decided that)
〜ことになった reports a new decision, at the time it is made: 来年から制服が変わることになった (It has been decided that the uniform will change from next year). 〜ことになっている describes a rule or plan that already exists and continues: この学校では制服を着ることになっている (At this school we are supposed to wear a uniform). Use なった for news, and なっている to explain how things are.
〜ことにしている (make it a rule to)
Both describe a rule that continues now, but the person who decided is different. 〜ことにしている is the speaker's own rule: 私は夜10時に寝ることにしている (I make it a rule to go to bed at 10). 〜ことになっている is a rule from outside: この寮では夜10時に電気を消すことになっている (In this dormitory the lights are supposed to be turned off at 10).

How this shows up on the JLPT

In N3 grammar questions, 〜ことになっている is tested against 〜ことにしている and 〜ようになっている. Words such as この学校では, 会社の規則で, 法律で, or 日本では point to a rule decided by others, so choose ことになっている. In sentence-ordering questions the fixed order is verb + こと + に + なって + いる, and 〜てはいけない or 〜てもいい can come before こと. In reading passages and notices it marks a rule or a fixed schedule, so it helps you answer 'What must people do?' questions.
