かどうか puts a yes/no question inside a bigger sentence. It means 'whether or not' or 'if': 来るかどうか、わかりません = 'I don't know whether he will come.' Use it only when the inside question has no question word (何, いつ, だれ ...). The inside question is in the plain form even when the whole sentence is polite.
§1Structure
Plain form + かどうか: verb (行くかどうか, 行かないかどうか, 行ったかどうか), い-adjective (おいしいかどうか). な-adjective and noun: drop だ and add かどうか directly (暇かどうか, 本当かどうか); in the past, 〜だったかどうか. After かどうか come verbs such as わかる, 知っている, 聞く, 調べる, 確かめる, 決める, 教える. The particle を after かどうか is usually left out (来るかどうか(を)聞く).

§3Common mistakes
- Using かどうか together with a question word: ✗ 試験がいつ始まるかどうか、知りません. When the inside question has 何, いつ, どこ, だれ, どうして and so on, use only か: ○ 試験がいつ始まるか、知りません. かどうか is for yes/no questions only.
- Keeping だ, or using the polite form, before かどうか: ✗ あした暇だかどうか, ✗ 来ますかどうか. The standard form is the plain form, and だ is dropped after a な-adjective or a noun: ○ あした暇かどうか, ○ 来るかどうか. Politeness is shown only at the end of the whole sentence (わかりません, 教えてください).
- Translating English 'if' with a conditional. 'I don't know if he will come' is not ✗ 彼が来たら、わかりません (that means 'When he comes, I won't know'). When 'if' means 'whether', use かどうか: ○ 彼が来るかどうか、わかりません.
§4How it's different from similar grammar
- Question word + 〜か (embedded question)
- Both put a question inside a sentence. When the question has a question word, only か is used: 会議がどこであるか、教えてください (Please tell me where the meeting will be held). When the question is a yes/no question, かどうか is used: 会議があるかどうか、教えてください (Please tell me whether there will be a meeting). In short: question word → か; no question word → かどうか.
§5How this shows up on the JLPT
In N4 grammar questions, かどうか is often a choice next to か, と and のに. First check whether the clause has a question word: if it does, the answer is か; if not, かどうか. In sentence-ordering questions (★), build the block 'plain form + かどうか' first and put a verb like わかりません, 聞いてみます or 決めていません after it. In reading passages, 〜かどうか tells you that the writer is not sure about something yet.
