〜てもかまわない means 'it is no problem even if...'. It gives permission or shows that the speaker does not mind, and 〜てもかまいませんか politely asks for permission. It means almost the same as 〜てもいい but sounds a little more formal and reserved. 〜なくてもかまわない means that something is not necessary.
§1Structure
Verb て-form + もかまわない (帰ってもかまわない). い-adjective: 〜い → 〜くて + もかまわない (古くてもかまわない). な-adjective / noun + でもかまわない (下手でもかまわない, あしたでもかまわない). Negative ('don't have to'): verb ない-form 〜なくて + もかまわない (来なくてもかまわない). Polite: かまいません. Question: 〜てもかまいませんか.

§3Common mistakes
- Wrong connection for adjectives and nouns: ✗ 古いでもかまいません, ✗ 下手てもかまいません. い-adjectives take 〜くても and な-adjectives / nouns take 〜でも: ○ 古くてもかまいません, ○ 下手でもかまいません.
- Answering 'no' with ✗ いいえ、かまいます. かまいます is not used to refuse permission. Say すみません、ちょっと…… or use 〜ないでください: すみません、ここでは写真を撮らないでください.
- Using は instead of も: ✗ 帰ってはかまいません. The particle before かまわない is も, not は: ○ 帰ってもかまいません. (〜ては is used in the opposite pattern 〜てはいけない, 'must not'.)
§4How it's different from similar grammar
- 〜てもいい (may / it's OK to)
- Both give or ask for permission, and in most sentences you can use either: ここに座ってもいいですか/ここに座ってもかまいませんか (May I sit here?). 〜てもいい is the everyday form. 〜てもかまわない is a little more formal, and it often carries the feeling 'it is not what I would choose first, but it causes no trouble': 安いホテルでもかまいません (Even a cheap hotel is fine with me).
- 〜てはいけない (must not)
- These are opposites. ここで写真を撮ってもかまいません means taking pictures here is allowed; ここで写真を撮ってはいけません means it is forbidden. Note the particles: permission uses ても, prohibition uses ては.
§5How this shows up on the JLPT
In N4 grammar-form questions, the connection is the main point: 〜くても for い-adjectives, 〜でも for な-adjectives and nouns, and 〜なくても for the negative. Sentence-ordering questions often split the pattern into て/も/かまいません, so remember that も comes right after the て-form. In reading passages about rules (a library, a dormitory, a test), 〜てもかまいません marks what is allowed and 〜なくてもかまいません marks what is not required.
