A question word together with 〜ても means 'in every case': whatever, whoever, wherever, or whenever A is, the result B is the same. The question word does not ask anything here, so the sentence does not end in か unless the whole sentence is a question. The particle after the question word stays as it would be in a normal sentence (何を, だれに, どこへ).
§1Structure
Question word (何, だれ, どこ, いつ, どう, どの + noun, 何回, 何時 ...) + particle + verb て-form + も: 何を食べても, だれに聞いても, どこへ行っても, いつ電話しても. The predicate follows the normal ても rules, so an い-adjective becomes 〜くても (どこが痛くても) and a noun or な-adjective takes でも (何点でも). Verbs are by far the most common.

§3Common mistakes
- Ending the clause with たら or と instead of ても. 'In every case' needs ても. Wrong: どこへ行ったら、人が多いです / 何を食べると、おいしいです. Right: どこへ行っても、人が多いです / 何を食べても、おいしいです.
- Using 何も / だれも (the forms for 'nothing / nobody' with a negative) before ても. Keep the normal particle. Wrong: 何も食べても、おいしいです / だれも聞いても、分かりません. Right: 何を食べても、おいしいです / だれに聞いても、分かりません.
- Putting でも on the question word and ても on the verb at the same time. Wrong: 何でも食べても、おいしいです. Right: 何を食べても、おいしいです (or, with no second verb, 何でもおいしいです).
§4How it's different from similar grammar
- Question word + でも (anything / anyone / anywhere)
- Question word + でも makes one word that means 'any-': 何でも (anything), だれでも (anyone), いつでも (anytime). It has no verb of its own: この店は何でも安いです (Everything is cheap at this shop). Question word + verb + ても makes a clause, 'no matter what / who ... does': この店は何を買っても安いです (Whatever you buy at this shop, it's cheap). Use 〜ても when you need to say the action.
- いくら / どんなに 〜ても (no matter how much)
- いくら and どんなに are about amount and degree: いくら探しても、かぎがありません (No matter how much I look, I can't find the key). Other question words are about which place, thing, person, or time: どこを探しても、かぎがありません (No matter where I look, I can't find the key). The form after them is the same; only the meaning of the first word is different.
§5How this shows up on the JLPT
In grammar-form questions, when the clause starts with a question word but the sentence does not end in か, the blank is usually ても. The opposite type gives 〜ても and asks for the first word: choose the plain question word with its particle (どこへ, 何を), not どこも, どこか, or どこでも. In sentence-ordering questions, keep the order 'question word → particle → verb ても' (だれ に 聞いて も). In reading passages, this pattern states something that is always true, so it often carries the writer's main point.
