Traffic Rules for Electric Kick Scooters
2023年7月1日、改正道路交通法の施行で電動キックボードのルールが変わりました。時速20キロメートルを超えて加速できない構造などの基準があります。その基準をすべて満たすものは「特定小型原動機付自転車」といい、16歳以上なら免許がなくても運転できます。基準を満たさないものには、今も免許が必要です。
免許がいらない特定小型原動機付自転車にもルールがあります。ナンバープレートと自賠責保険は義務です。ヘルメットは努力義務ですが、かぶらない人の死亡事故が起きているので命を守るために着用しましょう。
16歳未満の人の運転と、その人に貸すことは禁止です。飲酒運転はもちろん、二人乗りやスマートフォンを見ながらの運転も禁止です。
車道の左側の端に寄って走ります。歩道を走れるのは、最高速度表示灯を点滅させて時速6キロメートル以下しか出ない状態で、決められた標識がある歩道を通るときだけです。歩行者が優先です。

On July 1, 2023, the revised Road Traffic Act took effect and the rules for electric kick scooters changed: a scooter that meets all the standards, such as a design that cannot accelerate beyond 20 km/h, is a "specified small motorized bicycle" that people aged 16 and over may ride without a license, while a scooter that does not meet the standards still needs one. This license-free type has rules of its own: a number plate and compulsory liability insurance are mandatory for it; wearing a helmet is a duty of effort for its rider, and because riders without one have died in accidents you should wear one to protect your life; riding by people under 16 and lending to them are banned, as are drunk riding, riding with two people and riding while looking at a smartphone; it is ridden on the roadway close to the left edge; and it may use a sidewalk only where the designated sign is posted, with the maximum-speed indicator lamp flashing so that it cannot go faster than 6 km/h, and pedestrians have priority.
