After a quantity, も shows that the speaker feels the number is large or surprising: 'as many as', 'as much as', 'as long as'. After a quantity, は shows the lowest number the speaker expects: 'at least'. The real number may be higher. With 1 + counter and a negative verb, も means 'not even one'.
§1Structure
(1) Number + counter + も + verb: 10時間も寝ました, 5万円もしました. (2) Number + counter + は + verb: 30分はかかります. (3) 1 + counter + も + negative: 一人もいません, 一つもありません ('not even one'). The noun keeps its own particle, and も / は comes right after the quantity: ビールを3本も飲みました.

昨日は10時間も寝ました。
きのうはじゅうじかんもねました。
I slept as long as ten hours yesterday.
このかばんは5万円もしました。
このかばんはごまんえんもしました。

§3Common mistakes
- Putting も after the noun instead of after the quantity. ビールも3本飲みました means 'I also drank three bottles of beer' (も = also). To stress the amount, put も right after the number and counter: ビールを3本も飲みました. Do not add another particle after も: ✕ 3本もを飲みました.
- Using quantity + も when you feel the amount is small. も tells the listener that you think the number is large. If you feel it is small, use しか〜ない or だけ: ✕ 忙しくて、10分も休みました (when you mean 'only ten minutes') → 忙しくて、10分しか休めませんでした.
- Using 一人も / 一つも with a positive verb to mean 'not even one'. This meaning needs a negative verb: ✕ 教室に学生が一人もいます → 教室に学生が一人もいません.
§4How it's different from similar grammar
- 〜しか〜ない (only, and that is not enough)
- The same number can feel large or small, and the particle shows the speaker's feeling. 昨日は5時間も勉強しました means 'I studied as long as five hours' (that is a lot). 昨日は5時間しか勉強しませんでした means 'I studied only five hours' (that is not much). も goes with a positive verb here, but しか always needs a negative verb.
- 〜ぐらい / 〜くらい (about)
- ぐらい gives a rough number, and the real number may be a little more or a little less: 駅まで30分ぐらいかかります (It takes about 30 minutes to the station). Quantity + は gives the lowest number, and the real number may only be higher: 駅まで30分はかかります (It takes at least 30 minutes to the station, maybe more).
§5How this shows up on the JLPT
In N4 grammar questions, も, は, しか and だけ often appear together as choices after a number. Check the end of the sentence first: a negative verb points to しか (or to 一人も / 一つも), and a positive verb with a feeling of surprise, such as たいへんでした or すごいですね, points to も. In reading passages, quantity + も shows the writer thinks the amount is large, and quantity + は shows a lowest estimate. In sentence-building questions, remember the order: noun + particle → number + counter → も / は → verb.
